The Bolt Cutter can be found in the room at the end of the corridor on the lowest deck. It's the same room that the Bomb and Car Jack is assembled. The Bolt Cutter is used to open a cabinet which is located in the first room on the left after passing the engine room. The cabinet contains the Blue Key and a note.
