There are multiple Battery Charger Parts spread out through Caravan Island.
The first Battery Charger Part is found on the dock of Caravan Island, near a yellow container labelled "Port Office".
The second is found on top of a housing unit on top of the mountain just above the docks.
A third Battery Charger Part is found on the topmost part of the adjacent mountaintop, the one before the blue watch tower - next to a Loot Box.
Once all the parts are collected, these can be combined at the workstation in the Mayor's Office to obtain the Battery Charger Blueprint.
